Project for the Construction of a Mineral Fertilizer Production Complex Based on the Turkmenabat Chemical Plant, Lebap Velayat, Turkmenistan
General Project Information:
The project involves the construction of a modern production complex in Turkmenabat with an annual production capacity of 350,000 tonnes of superphosphate and 100,000 tonnes of ammonium sulfate. The project will contribute to meeting Turkmenistan’s agricultural demand for mineral fertilizers, reducing dependence on imports, creating new employment opportunities, and increasing the country’s export potential.
As part of the project, new power infrastructure is being developed to ensure a reliable electricity supply to the production complex, including a high-voltage substation, transmission lines, and the necessary connections to the existing power system.
The project is aimed at supporting the development of Turkmenistan’s chemical industry, increasing domestic production of mineral fertilizers, and strengthening the industrial infrastructure of the Lebap Region.

Scope of Work:
Design and Engineering Works:
- Development of design and detailed engineering documentation for the substation, transmission lines, and associated infrastructure facilities.
- Development of architectural and structural design solutions, including buildings, foundations, reinforced concrete, and steel structures.
- Development of electrical diagrams, grounding and lightning protection systems, and power and control cable systems.
- Preparation of technical specifications, material take-offs, and other engineering documentation.
- Technical coordination and engineering support of design solutions during the construction stage.
Civil Works:
- Construction of substation buildings and structures.
- Construction of foundations for high-voltage equipment and steel structures.
- Execution of earthworks, concrete, and reinforced concrete works.
- Construction of cable trenches, ducts, equipment platforms, and other infrastructure elements.
- Execution of associated civil works required for equipment installation.
110/6 kV Substation Construction and Installation:
- Installation of 110/6 kV power transformers and auxiliary transformers.
- Installation of 110 kV Air-Insulated Switchgear (AIS), including circuit breakers, disconnectors, current and voltage transformers, and surge arresters.
- Installation of 6 kV metal-enclosed switchgear.
- Installation of relay protection, automation, control, energy metering, and SCADA systems.
- Installation of AC/DC auxiliary power systems, cable systems, grounding, and lightning protection systems.
Transmission Line and High-Voltage Connection Works:
- Construction of transmission line tower foundations and assembly and erection of steel towers.
- Installation of ACSR conductors, Optical Ground Wire (OPGW), insulators, and line hardware.
- Construction and reconstruction of high-voltage connections required to connect the facility to the existing power system.
- Installation of high-voltage switching equipment and relay protection, control, and automation equipment.
- Execution of grounding, electrical connections, and tie-ins in accordance with the project documentation.
Equipment and Material Supply:
- Supply of main and auxiliary equipment for the 110/6 kV substation.
- Supply of 110 kV AIS equipment, 6 kV switchgear, protection, control, and SCADA systems.
- Supply of steel towers, conductors, OPGW, insulators, line hardware, and associated equipment for the transmission lines.
- Supply of cables, grounding system components, and auxiliary materials.
Testing and Commissioning:
- Quality control of completed civil and installation works.
- Electrical inspection and testing of substation and transmission line equipment.
- Testing of relay protection, automation, control, grounding, and communication systems.
- Integrated functional testing of equipment and systems.
- Preparation of as-built and technical documentation.
Participation in the acceptance and commissioning of the power infrastructure facilities.
